altermative way of configuring VMs instead of using webgui?

Hello,
Ist there an altermative way of configuring VMs instead of using webgui?
E.G. configuring how much CPU/RAM etc and also restarting VMs

Yes with CLI.

KVM machines:
Conf: /etc/pve/qemu-server/
Command: qm

Example:
Login with ssh (with root account) on your proxmox machine.
Machine 101 starten: qm start 101
Change conf: nano /etc/pve/qemu-server/101.conf
