Allocation resource

Hi,
I am needing help to understand what would be an appropriate strategy for allocating resources (CPU and memory) in PVE 2.57.
For example, I have this configuration and I doubt that is correct:
- CLUSTER:
CPU 6 core AMD FX 6100
Mem: 4 GB 1333 Mhz
Swap: 4 GB
HD: 1 TB
- VM 1 (ERP + Postgres / Debian 6 / OpenVZ):
CPU: 6 Processors
Mem: 3 GB
Swap: 4 GB
- VM 2 (File server / Debian 6 / OpenVZ):
CPU: 2 processors
Mem: 1 GB
Swap: 1 GB
- VM 3 (Web Server + MySQL / Debian 7 / OpenVZ):
CPU: 4 processors
Mem: 512 GB
Swap: 512 GB
- VM 4 (Terminal Server / Win XP / VM)
CPU: 2 processors
Mem: 1 GB
Swap: 1 GB

you should never over-provision physical ram. this could lead to major performance issues (swap).
