So I just realized that restarting the proxy service restored networking on PVE, but not individual servers. They still don't have networking outside of themselves.try running this:
systemctl restart pveproxy.service

Everything is working perfectly now

, specifically /usr/share/ifupdown2/__main__.py
had lost it's execute permissions; thus `networking` was silently failing; so in short:
chmod +x /usr/share/ifupdown2/__main__.py
networking
service resolved the issue for me.
