Addin privilages in roles

HI team,

I am creating a user and wanted to give all the privileges to the user except the delete,

I have studied the below document as well

But in this VM.Allocate this privilage will restrict the user to remove the VM but as well the user is unable to create the VM


I want my user to create the VM but should not be able to delete the VM,

I request you to please help me with this issue and help me fix the problem,
