I have now tried this on two different physical devices with two different method of burning the iso and delivering it to the physical host. This is the only error I can get out of apt
"apt-get: error while loading shared libraries: libapt-private.so.0.0: cannot open shared object file: No such file or directory"
SOLVED: Not sure if it was something I did or the .iso but downloading a fresh apt package from debian using wget and installing with dpkg works.
