i installed a samba server with this config

So now i have tried virtio 1.190 (testing) and no change here, same behavior as current (stable)
though i wasnt able to downgrade it to 1.171, for some reason the ballooning driver reappears instantly after uninstalling it. or maybe uninstalling just fails and windowsdoes not recognize

i set each windows VM to 8GB min 48GB max

Even though i have disabled the firewall in the proxmox ui (datacenter, node and vm) Firewall -> options -> enabled = no
it seems to affect this somehow.
removing the firewall parameter on the VM (Hardware -> network -> firewall) solves all my issues (though id like to use the native firewall)

Im still pretty new to proxmox so nothing is trivial to me.
I have 2 public IPs, 2 ports and 4 VMs. The setup i desire is:
