I Recommend you to backup all your stuff and format this PVE with the newest ISO. Your life will be easier, trust me.

You would get better results using an router. Since Proxmox isnt built to be the router, you can create a VM to act as one. Im doing this, running routerOS inside Proxmox let me do all this routing stuff and much more!

i think theres something to do with your bonds. Try to link your bridge directly at physical interface and run a tcpdump again.

If your VM is connected to vmbr0 and the IP is in the same network of vmbr0, than PVE and VM should be accessing each other. I recomend you fix this before proceeding. Can you ping the gateway address ?
