In case it helps anyone else, it looks like I needed to `apt install -f` the 7.4 kernel helper package and then the proxmox-ve package was picked up by apt and installed.

I booted 5.2 into rescue but it cannot seem to find the boot disk (pics at link below) so tried 16.04 "rescue broken system". It got farther but still grub problems. Going to try and get grub installed on /sda again.

I rebooted after and now have the "unknown filesystem" grub error as shown in the second screenshot. Do you mean I should run fsck again from (from PVE installer boot cd)...
I upgraded one of my 4.x Proxmox servers to 5.2 today following the directions[1] below and have grub error after rebooting.
