For anyone who googles this in future, a work around to this bug is to restore a VM that uses a different OS (and partitioning scheme), ie. Windows. After that any newly created VMs should install okay. It must clear or overwrite the bad data, where ever that...
Somewhere some data is being saved, I'm just not 100% sure where that would be.
A little while back I was restoring VM backups, one of which I cancelled as shown:

So of course it's only after I give up and make my thread that I find an answer, or at least a work around.
I didn't realise that the bridged interfaces don't need actual IPs assigned to them, so creating vmbr2 bridged with eth2 and assigning no IP has worked.

I'm encountering strange behaviour in version 3.1-17.
My physical server has 2 NICs, with 4 ints. Currently:
eth0 - vmbr0 - 10.2.x.x
eth1 - vmbr1 - 10.6.x.x
eth2 - unused
eth3 - unused
When I add a new bridged interface as follows, through the web ui:
eth2 - vmbr2 - 10.5.x.x...

So after consulting the manual and google, I've found that I should be able to create a new vm, using a kickstart file, using the qm create [...] --args command. Unfortunately I'm having trouble getting this to work correctly.
I'm currently trying:
qm create 143 --name testKS1...
