I can verify the working solution, as I experienced the same issue as OP and Fiona's solution, systemctl daemon-reload and then systemctl start qmeventd.service, on the host fixed it for me.

Power settings don't make appreciable difference in VMs in my testing and experience. Just to note, they are all disabled anyway.

That's not an option for me, as we use qemu-guest-agent to automatically provision passwords on VM rebuilds and installations. Interesting to know that disabling it is a fix. Maybe could point the devs in the right direction to fixing it.
