You didnt provide enough information about your setup. If You build HA cluster in line with PXmox2 guidelines You therfore use separate storage services which are node independent. It this case VM will be restarted on different node hussle-free (in theory, that is ;-).

You should start reading wiki. As general rule - if You have properly configured host server , than , during VM creation / configuration , You pick available IP addres (different from host server) and it should work right away.
