I have several Windows Systems as VM in PVE, all are working very well with CPU set to `host'.
Do you turn off completely the VM after each change for that the changes take effect?

About of the freeze up, may be that your Bios Hardware have enabled energy savings, PVE works very bad with energy savings, change your Bios to performance.
Tested in several DELL servers.
About of your I/O performance, check your SATA cables (must be equal in speed to your SATA controller)...

My Windows workstation have Java Version 7 Update 60
I have a problem with the Java VM consoles, ie that if i am connected to a PVE node that have 3.2 version and want the Java console of some VM that is in the same host...
If you have problems of networking, ntpdate or NTP server don't have that work.
I believe that your problems is in the firewall, that it don't have the port required open for allow to do the query
But if you have as firewall a pfsence, for me the best configuration will be to have as NTP...
