If I understood your issue correctly - maybe your eno3np0 & eno4np1 NICs do not allow MAC-spoofing for some reason?- vshab

I would suggest consulting with default firewall rules, just in case you missed some + test that fw does actually work- vshab

Freezing of SSH and GUI Shell after 15 seconds
Do you mean you freeze out of PVE management SSH and Web interface? If so, can you try to disable firewall temporarily to see if issue persists? (wiki article) I believe that it drops packets at some point, but I can be wrong.- vshab

Proxmox host has no internet connection, but VM's do
What's your network topology? Have you tried disabling firewall with pve-firewall stop? (wiki link)- vshab

Can access all the VMs via WebGUI, However ssh isn't working for a majority of the VMs
Usually it's a firewall issue, try using pve-firewall stop (wiki) to temporarily disable firewall and then try connecting to these VMs again- vshab
