open console (novnc)
it should inform you with a message that vm must be resumed.
In that point be prepared to press f8 on your keyboard,but not yet.
select from novnc options -> resume and immediately start pressing f8.

I would not recommend Ceph as shared storage on two node cluster (Ceph needs at least 3 nodes).
Better try to use DRBD for shared storage for such config (Search proxmox wiki "two node ha cluster").

Can you try with .raw format instead, ide disk (no cache) , 1 cpu 1 core and standard vga or vmware compatible as display?
Also try Intel or Realtek as nic. I have several win2003 vms working without problems but haven't tried sbs2003 though.

Check if cluster communication e.g if cluster traffic can pass freely between nodes and that nothing stops it.
Otherwise restart pve-cluster service.
Have you also tried restarting the nodes?
I will try raw also, but I have another vm with win2003 on the same server in qcow2 format which performs very good.So I do not excpect much from this.Anyway I will try and report back.
UPDATE:
I noticed that when I write data to disk inside vm either from external lan or inside vm and at the same time I open iotop -o on proxmox host, there is 50% I/O usage. So the the problem is only with writes.
If I try to copy from vm to another location on external lan there is no I/O delay.
I did some progress after reading similar threads on forum:
Computer type --> ACPI PC (not multiprocessor) on win2k vm
Gave 1 socket/1core on vm
Gave rtl8138 nic on vm
Results:
1. Now cpu usage is almost normal
2. Read performance inside vm looks normal ~280MB/sec (CrystalDiskMark)
