No as jewel tuntables requires kernel 4.5+, Proxmox currently runs 4.4, so have to run on the old turntables or your have issues with KRBD clients. Once Proxmox moves to a kernel 4.5 or above then Jewel tuntables can be used.

What I mean is what storage back-end are you using for the VM's, is it a simple RAW/QCOW2 file ontop of a filesystem or are you using LVM for example?

May be routes that are being added via DHCP. What does the output of "route" and "ifconfig" show when set static and DHCP
