@Johannes S is correct, the permission denied is coming from your NFS server, i.e. TrueNAS. You should carefully review and compare the settings on each share. You can also login to TrueNAS and examine the corresponding paths locally for any "whacky" permissions.

What image/s you tried to use?
What type of cloudinit did you try?
What was the VM config?
What did not work?
What troubleshooting did you try?
Standard Cloud images (are they still available?) work just fine...

Essentially, its the difference between startup configuration and running configuration.
You could have a change pending that will not be reflected in current. But in startup, as you noticed, some values are defaults and are not printed.
