Fresh PBS 4./PVE 9.11 panic during first boot on Futro S9xx

I tried a basic install of PBS 4.1 and PVE 9.1 on both a Fujitsu Futro S920 (AMD GX-222GC, mSata) and S940 (Intel J5005, Sata SSD) with default options. All installations fail on first boot with this kernel panic:

Code:
Unable to mount root FS on unknown-block(0,0)

Funny thing is that PVE 9.1 was running on the S920 before I wiped it, but it was an upgrade from some 8.x version.

Is there a simpler way to install PBS than installing PVE8.x, upgrading that PVE9.1 and then running PBS as the only VM on that machine? While this might be feasable today, it may become quite painful to restore a broken installation in the future

Update: For the recent installs I used Ventoy. Somehow that seems to have messed with the procedure, even though there were no erros. Still not sure how things happened, though, but with 'dedicated' USB keys the installation worked again.
