I'm running Proxmox VE 5.3, currently trying to get dual monitor from a Windows 7 guest. I'm running virt-viewer 8.0 from Windows 10 1803.

Since this came up while I was searching the problem, I would like to post the following:
1 - Make sure qemu-ga is updated in the guest : https://fedorapeople.org/groups/virt/virtio-win/direct-downloads/ (Keep this link around you)
2 - SSH into your Host run : qm guest cmd <VMID>...
I have a question on regards to this;
Similar situation as OP:
How did you know qemu-ga running on the guest was outdated?, the reason why I'm asking is because updating the qemu-ga fixed my problem too.
