When I try to to upgrade I have this message

When I try ton install pre-container, I have this message

Lots of post on this forum warn against using apt upgrade. Make sure the apt update did not give any errors or warnings. Then use the official instruction and run apt dist-upgrade: https://pve.proxmox.com/pve-docs/pve-admin-guide.html#system_software_updates or use the Proxmox web GUI to do the update.

Update just went smooth here. What is the output of apt update? Did you install non-standard packages?

This may be worth attention from PVE developers. The isc-dhcp-client package is marked as depreciated and is being replaced by another package name.
Perhaps, there is a difference in Debian repository context/updates

we know that package is deprecated, but it is a dependency of ifupdown2 for the time being, that's why we use it. it being deprecated does not prevent it being installed, so the issue of OP must have a different cause.
