enable speedstep in vm?

Is it possible for a vm to control speedstep?
im trying to run handbreak inside a windows vm and the processor seems just locked at 3.19 unless i turn on over clocking then its pegged at 5ghz.

im using a intel 12900k with msi meg z690 unify
i have pstate set to adaptive and speedstep enabled

There are old threads about this: the VM sees only the base clockspeed (as the CPU is virtual) and cannot change it (as the CPU is virtualized). The Proxmox host will use boosting and idle states and things like that just like any other Linux system.

using power top c states just says 0 does this mean im missing something.
i did look at a few links most talks was for amd but no one really said how they turned it on.
