yes i follow the guide and then in step Upgrade the PostgreSQL database -> pg_upgradecluster -v 13 11 main im stuck because no cluster specified

The issue is somewhere with the postgres upgrade - check the status of the postgres services running - and provide the output of the failed upgradecluster invocation...
