no this is not possible. Is there any specific reason why you would like to do that?

For me, I'd like to tidy up my VM IDs. I guess the way to do that would be to kill off an old VM, create a full backup, and restore the backup by creating a new VM as the old VM ID right?

yes backup and restore is the quickest way to get a new VMID without the risk of breaking things.
