Where is the problem?

A few months ago I have installed Proxmox in VirtualBox-VM on my Win7-PC. You can also find plenty of "proxmox in virtualbox" videos on YouTube. So it is definitely possible.

Do you have VirtualBox Extension Pack installed?

You can install Proxmox itself without any issue, and you can use container based virtualisation. But for KVM, you ned nested virtualisation, what non existing in virtualbox
