I'd like to add a 2TB RAW disk image via NFS or iSCSI for approximately $40/month US. Googling results come up with the cheapest I can find being $80/month at Softlayer: http://www.softlayer.com/file-storage

I'm here to see if any PVE users know of a better option.

Thanks,

I am pretty sure you can find a physical server with more than 2TB disk and configure an NFS share or ISCSI LUN on it. I suggest this share being in the same network, otherwise high latency will kill your io performance.
What is your use case? Share some more info

Could be an idea to write a storage plugin which supports backups to cloud, owncloud, dropbox etc.?

bareos support write to s3/ceph rados.

I think it could be possible to user the bareos bpipe plugin, to launch vzdump and pipe the output to bareos (and then to s3)
