Kernel 7.0.6-2, which will soon be on the pve-test repository, contains a fix for UDP offloading. Could you check if the issue also exists with that version (once it's available)?
I checked my bootlog and it looks like ifupdown2 starts just fine.
systemd-udev-settle starts fine, too - except for some warning about zfs import because it deprecated.
