AFAIK you can't. You will have to set ha-manager set vm:<VMID> --state stopped before the shutdown command issued in the VM to shutdown & not have it restarted.

I'd call it semi-stable. As long as nothing is touched it is working on /24. However as soon as the SDN config is reapplied or any node is rebooted it will require manual intervention.
Don't see any problem with the sysctls. So it works stably now with the /24 configured on the en05/06 interfaces? I'll see if I can reproduce this tomorrow on the new version in my testcluster.

SSH into Proxmox twice before starting the VM(s). One runs dmesg -wH (kernel messages) and the other journalctl -ef (systemd).
Keep an eye on what happens in both, that might give you pointers on what is happening.
