yes, it is possible that such an error occurs if concurrent actions/tasks are preventing snapshot creation.

I have seen this problem on this forum in the past. I believe this is fixed, and also for future versions, in PVE 9. Maybe it is also fixed in the latest 8.4 updates (to which you need to update anyway before upgrading to 9)? -
