JNatürlich nicht. PVE verteilt dynamisch alle verfügbaren Kerne, auch die vom zweiten Sockel an die VMs. Aber grundsätzlich gilt auch hier: weniger ist mehr. Also zu Anfang lieber etwas weniger Kerne vergeben und dann bei Bedarf erhöhen.

Have you considered contributing PDM support to the proxmoxer python library? While not having looked into it myself, I assume it should be quite straight forward, since the API works very similar to the PVE one.
