Could you try giving the pool some more time pre- and post init? Sounds to me like a ZFS-Timing issue (see here):

This is not uncommon as many devices don't reset properly and does not have to be a problem.
If your GPU does not reset properly (which is most likely the case) then you need to make sure nothing touches the GPU during the Proxmox boot process...

I somewhat suspect that the error is just within the ZFS-Import while booting the system. Did you try booting with a Proxmox-ISO into Rescue Mode (with shell + zfs tools) to import the pool manually?

Hardware / select the existing Hard Disk, click Detach. Double click the unattached disk and use IDE for controller type. Then go to Options and fix the Boot Order for IDE. Power it up.
qemu-server 9.1.3 available on pve-test now should fix this issue. affected VMs do need to be stopped and started (or live-migrated *outside of a node reboot/shutdown!) for the fix to take affect.
