That's expected, the windows PE image used for the windows installer gui does not include any virtio drivers. For memory hotplugging to work you have to install virtio guest utils after windows is installed. If you have to install windows more... -

HI needed the same and got around this today by simply creating a VM with a 1GB disk, and after creation, immediately detach and delete the disk. Just in case someone still looks at this.
