I don't know if it is relevant, but after the last 3-4 updates my Proxmox 8.3.5 stops responding on the network when the backup starts. When I pull and put back the ethernet cable, the connection is restored, only the backup fails. I have here... -

In the BIOS of the Dell Optiplex 7060 AHCI insted of RAID must be selected in order to complete the boot process. To clone the disk just use DD. Exchange the disks and it will boot perfectly. No changes o grub rebuild are needed.

What if you use the pre-enrolled-keys setting for the EFI disk? What if you downgrade the OVMF firmware package: apt install pve-edk2-firmware=4.2023.08-4 pve-edk2-firmware-ovmf=4.2023.08-4 pve-edk2-firmware-legacy=4.2023.08-4 ?
