Zfs questions.

I am currently using a pve as a backup server for all my zfs server with pve-zsync. And when I need, I can restore / mount dataset and get file from it.
Can I do this with pbs too ? Can I also create vm with pbs?

You can mount file based PBS backups and map bock based ones with the proxmox-backup-client. https://pbs.proxmox.com/docs/backup-client.html#mounting-of-archives-via-fuse

You can install the PBS in a VM, but keep in mind, that should your PVE server fail, you will first have to set up the PBS and access to its datastore as well before you can restore backups.

Ok. No that is not possible. The Backup Server is not a virtualization product. But you can install the PBS along PVE on the same hardware: https://pbs.proxmox.com/docs/installation.html#install-proxmox-backup-server-on-proxmox-ve
