XP SP3 latest VirtIO network & scsi drivers fail to install

I just converted an XP SP3 vm from xenserver and have it booting on proxmox with an ide disk and a second 1gb VirtIO disk. Network is VirtIO also. I had three devices without drivers. Installed the first PCI device which detected as VirtIO Balloon Driver and it installed just fine. Then I did Network and SCSI driver and both fail saying: "There was a problem installing this hardware. Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)." I thought the VirtIO iso I was using my have been corrupt, but I have tried two different downloads and both still fail. Using the latest virtio-win-0.1-59.iso and also the stable virtio-win-0.1-52.iso and still no resolution. I would like to get this working before I move over some windows servers. Both Red Hat Network and SCSI devices have an exclamation mark on them. Reading through the forum it seems others are not having any issues. In the VirtIO folder I have used WXP, XP and WNET all x86.

as alternative, use IDE - not much slower on XP.
