1. is it possible to configure the network (ip, netmask, gateway) inside a Windows KVM VPS with qm agent?

2. Is there a way to change the Administrator password from outsite the Windows KVM VPS?

Have you tried to configure cloudinit? It does exactly what you want and should work also on Windows - at least it does on Azure.
