Windows 7/10 VM - what hardware usage?

Hello, can anyone please tell me roughly what kind of CPU and RAM usage do a Windows 10 VM and a Windows 7 VM have?
I am choosing what hardware to buy, but lacking this information, know not what system to aim for.
If running 2 or 3 Win10 VMs simultaniously will the CPU/RAM usage be 2x or 3x the aforementioned value?

It will use a little bit more CPU (virtualization overhead) and a little bit less RAM (RAM deduplication/balooning) for the VMs. But you also need CPU and RAM for the host itself. Especially with ZFS the host needs alot of RAM (plan atleast 10GB RAM).
