Windows 10, RX 480 GPU Passthrough

Last week I did a fresh proxmox install with uefi. Later I built a windows vm with uefi. I am now attempting gpu passthrough.

• I have disabled the gpu on boot via vfio.
• Patched grub with iommu for intel
  
• I have disabled drivers, per the gpu passthrough wiki article via modprobe.d
  
• I have enabled the current and most accurate msi rom for my driver (which seemed to help it bios post)
• I have installed rx 480 drivers on the windows vm
• Yet the device is code 46 in windows, crashed, and doesn't post windows screens

It seems as thought my pci host bus adapter and my gpu share iommu group 1, could this be the cause of my instability?

I don't think this is the issue, like you my GPU share the group 1 with pci bridge
