Windows 10 doesn't accept VirtIO SCSI driver

For me the driver worked right away on my windows 10 install, as long as I selected the "lowest" folder, so either the amd64/w10 or the vioscsi/w10/amd64
The one thing I did see in other posts, that some windows-iso's of different languages behave differently from eachother, but the english version usually works fine.
I believe this is the key, clearly there is a difference between various ISOs, despite how illogical it may seem.

If you want to give it another go sometime, the method I used to get the ISO was go to the Windows 10 page [1] and click "Create Windows 10 installation Media"-download button. Run the .exe and select to create an installation medium, iso file.
For language select English, version x64 (not both).
Finally select the iso-file and then select a location.

Maybe also for @IJsblok to try the above mehod?

Ok I worked around it.

The (English) ISO I was using was download just before I uploaded it to my Proxmox server.

Then I looked in my old files, and found an (English) Windows ISO that I downloaded 18 months prior. Eventhough they are both 22h2, the old one just works. The setup wizzard is different too, and matches the tutorials about this subject better. So Apparently Microsoft changed something that it won't work with Proxmox anymore?

I also found out, that on the new ISO, when using the command line in the 'repair' option, I can load the drivers successfully, so there is nothing wrong with these. It doesn't change the outcome of the setup though. But I think you can 'solve' the issue by injecting the drivers in the ISO, if you have to download one from MS now. Haven't tried this though.
