I found a recent patch on kvm 1.1 rc4
Expose CPUID leaf 7 only for -cpu host (Eduardo Habkost)

seem to be related.
Not sure, But i'm think it's limiting leaf to 7 if kernel don't support it.

proxmox testing repo is at 1.1 rc-3, but rc-4 is coming soon, so maybe can you try to test it when it will be release ?
