The reason that I ask the question is that Opencore / Clover MacOS installs require a compatible GPU. I am trying to determine: Will Proxmox will enable a MacOS VM to work on all laptops, that meet ProxMox requirements?

Does Proxmux provide virtual video card that the MacOS will recognize? It is not clear to me from how this works:

I understand that a MacOS compatible GPU is desirable (but is it required?) for virtualization:

"Hardware compatibility is still important, though it mostly boils down to needing a CPU with VT-x or AMD-V enabled, along with a compatible GPU for pass-through. I've had good luck with NVIDIA GeForce GTX and some older AMD Radeon cards (AMD cards needed a DSDT tweak). Audio over HDMI can be a little tricky, but I've gotten it working with every GPU I've tried. Those challenges are mostly the same whether you use a hypervisor or not." -https://news.ycombinator.com/item?id=17765582

This seems like a weird idea to me.
IMHO: If you want to run OSX purchase a MAC. Adding another layer of virtualization and the complexity involved does not really get you anywhere.
And if the money is limiting you get a decent Linux distro which almost can look like a Mac.
Elementary OS might be a good start: https://elementary.io/
