For what reasons / uses would one want to only connect to integrated graphics on a server with mutiple gpus intended for ML/Redering Gpu hosting? Can the gpu you are connected to still be passed through and used in the vm?

No, the GPU used by the host can't be passthroughed into a VM. So good to have a CPU with iGPU or a BMC with onboard graphics. That way you got a console to debug the host while VMs are running.
