Whitelist do not work

PMG has worked great so far, so assuming this is a configuration issue and somebody can help.

Emails from various firms get rejected.

We added all the email sender domains to the PMG whitelist menus (to all)

1. I noticed there are 3 Menu Items for whitelists
1.1 Mail Filter --> Wer --> Whitelist
1.2 Konfiguration --> Mail Proxy --> Whitelist
1.3 Administration --> Benutzer Whitelist

However they still get rejected.

What helps?
Is it not sufficient to add domains, do we need to add IP, or do we need to configure the actions for the white listed senders?
Do we need to increase the threshold?
 
Provide more info regarding your issue, include the logs showing mails being rejected.
