Which directory should I install programs in Ubuntu?

I have seen posts saying that it's usually placed in opt/ or usr/local so I tried to create a directory in opt/ and extract my tar files inside, but I am unable to create a directory in opt/:

"Cannot create directory : Permission denied"

Is there another step I am missing, or is there a better location to install programs in?

fyi I'm trying to install the Quartus Prime software
