Where can I download iso image of proxmox 7.4-3?

There never was a third ISO made for 7.4, only the first that contained 7.4. Proxmox does not support in between versions and does not create ISO's for each as it is a rolling release.

If you want the latest 7.4-19, install from the 7.4-1 ISO and get all the latest updates: https://pve.proxmox.com/pve-docs-7/pve-admin-guide.html#_system_software_updates (but first enable the right repository: https://pve.proxmox.com/pve-docs-7/pve-admin-guide.html#sysadmin_package_repositories ). You might need to update your other nodes as well.

The cluster now has version 7.4-3, one node needs to be reinstalled. If two nodes will be 7.4-3 and one will be 7.4-1, is it not critical? There is no possibility to update, because there is hardware-bound software with license on virtual machines, which fails after proxmox update.

If you really want to, you could check the version of each installed Proxmox package on the 7.4-3 nodes and install that exact same version on the new node (after creating it with 7.4-1). But it's a lot of work and easy to make a mistake.

I don't know. Your current setup is End-Of-Life and unsupported and contains security issues and other known bugs.

no, clusters with different node minor versions should be no problem.

But again, you are running pretty outdated software and don't get security updates, so you are still urged to update and fix the software instead - which is basically supported "best-effort" only.
