What is better for performance, more cpu cores or higher clock speeds?

looking to build a new server and i am wondering what hardware i should use. Im planning on running multiple vm's and i cant seem to find anything about what i should value the most, high clock speeds or more cores?

fx a 6 core amd 3.4 ghz processor or a 12 core amd 2.2 ghz.

Depends on your work load, do the processes that you run require that high clock speed ?

Clock speed alone doesnt decide how good the cpu is, you should compare benchmarks instead.

Also hardware features make a difference, aes-ni, vt-d etc.

If you go with more cores you can scale better.
