I can't seem to find an answer to this: What interface does PDM use to migrate VMs between hosts? My hosts use 10GbE but the admin interfaces for the Proxmox VE hosts is on 1Gbe. Migrations seem slow...

In this case it's a peer-to-peer connection between your Source and Target Host, there is no Data flowing over the PDM instance.
And the migration is by default over the GUI-Interface (in your case the 1G Interface) you can change the Migration Network to a different one in the Datacenter Options.

Following up: This does not seem to be the case when each node is standalone rather than being in a cluster. The Migration Settings do not seem to be honoured by PDM and the interface used is each node's administration interface.
Maybe something as a feature in PDM?
Edit: For giggles I moved the network interface from my server subnet/VLAN to the storage network. I appears that the migration still occurs between the admin interfaces of the PVE nodes.
