Warnings when aptitude update && aptitude upgrade

Hi,

I get warnings if I ran aptitude install locales. I wonder if the update works anyway, if not, how to fix it? Do I have to reinstall the server? And if so, can I save the configuration?

Here is the output:

you cannot install additional package on the mail gateway by using apt.
 
I apologize, I mean if I ran aptitude update && aptitude upgrade and not aptitude install locales.
So this is a fresh installation, end I try to ran aptitude update && aptitude upgrade for the first time.

Probably, my colleague has missed something during installation.
