W2019 VM - CPU usage

Hi, I installed my first proxmox server yesterday and installed server2019 vm with GPU passthrough enabled. It is all working OK but there is something strange about CPU usage. The reported usage seems to be off, if I look in the task manager I can see overall cpu load being .. 20% .. but I see no processes running which are consuming cpu time (resource monitor isnt showing any high cpu processes either) ? I have attached an example, this is while playing a movie through Jellyfin.. On the summary page in proxmox, the CPU usage seems to follow the overall usage in the VM (so in this example it would show around 50%). How can I find out what is causing the cpu load ?

Does the `Detail` view offer more information? Otherwise, ProcessExplorer is a tool that can give even better insights but it's been a while since I used it.
