What kind of VPN setup do you mean? I personlly for example run two OPNsense VMs and use its wireguard plugin as the VPN server to connect to the LAN from the internet.

It is necessary that the servers are in a cluster, in different cities. To do this, you need an external ip

Not sure how well that will work. Corosync needs low latency. If I remember right <1ms would be recommended but might work with a bit more latency (10-20ms). Have a look at different discusstions in this forum on this for details.
