VMs freeze when installing a VM

I am installing a Windows VM and for some reason, it makes my other Windows VMs freeze/lag. When I try to RDP, it picks up a connection but will never connect me, or connects to a blank screen. RAM usage was pretty high, 119GB/125GB (128 installed) but I hear that ZFS is supposed to "give" RAM back once its needed, since all my running VMs are allocated to 56GB in total. Any ideas?
