VMs and LXCs only starting correctly after Reboot, but not on Poweron

Hello,

my PVE 8.3.4 shows the issue that whenever I shutdown my server, on the poweron only some of the LXCs and VMs will startup, while the others stay offline. If I then trigger my PVE to reboot, all LXCs and VMs startup perfectly fine without issues.

Does anyone have an idea what's the difference between poweron and reboot of PVE in regard to the startup of LXCs and VMs?

Really no ideas here?

I did some more digging and listed my VMs with their Order and Up/Down waittime.

So far I found nothing, but after ordering the VMs by their Order:

It can be seen that the VMs/LXCs with the startup orders 11, 12, 13, 14, 25 startup fine, but then PVE stops and does not continue with starting the other VMs/LXCs. Is there any timeout in PVE which might hit? As written before, the problem only occurs on each startup after poweron, but not on startup after a reboot of PVE.

Any ideas what could be the reason?

Has really noone of the experts here an idea?

I am just wondering why noone has an idea? Is my problem description unclear? Is any additional information required?
